EXPRESSION OF INTEREST
A donor-funded nonprofit organization, working in flood affected schools of Sindh and Balochistan, invites Expressions of Interest (E01s) from reputed Firms/Contractors having expertise in civil works for rehabilitation/construction of schools. We assume that approximately 25.35 schools will be renovated in each of the eight districts in Sindh and two districts in Balochistan. These districts include Kashmore, Jacobabad, Shikarpur, Khairpur, Sukkur, Dads. Shaheed Benazirabad, Jamshoro in Sindh and Jattarabad and Naseerabad in Balochistan.

Scope of Work (SOW)
i. Extensive cleaning and clearing of debris from floods or caused by internally displaced persons who used the school during the flood crisis;
ii. Renovation of existing structures, including but not limited to fresh plastering, distempering painting and/or white washing of walls, replacement of broken window panes, and repair or replacement of external and internal doors and furniture, and the repair of stairs, floors, ceilings and roots and root treatment for seepage control;
iii. Making of library shelves for books and other teaching materials:
iv. Repair or upgrading of electrical outlets, and the repair or replacement oi fans, lighting fixtures, etc.
v. Repair or upgrading of water and sanitation facilities, repair and, or installation or latrines and wash-basins, and if necessary, upgrades in water supply to eliminate water contamination:
vi. Improvement at or addition to facilities like boundary walls, play grounds, and
vii. Cleaning of school building and play areas after all renovation work.

Eligibility: Interested Firms/Contractors fulfilling below criteria are eligible to submit an E01:
a) Have a registered name, permanent address, full contact information such as e-mail address. official telephone & fax numbers of the Company/Firm
b) Registered with Pakistan Engineering Council (PEC)/Public Works Department (PWD) or with any other relevant government department
c) Possess valid MTN certificate
d) Have at-least 5 years of experience in civil works including electrification, sanitation, wood work & white washing in rehabilitation/up-gradation/construction of schools preferably with NG0s.
e) An affidavit that the company has never been in any litigation or has never been black listed by any of its client/ government department/ semi-government department/ autonomous body NGO / INGO.
f) Details of last 3 years similar experience and similar on-going project

Contract Type:
The donor-funded organization will procure renovation services from selected Firms through an Indefinite Delivery, Indefinite Quantity (IDIQ) contract mechanism. An IDIO contract allows for the approval of selected Firms based on Evaluation Criteria set forth in the Request for Proposal (RFP).
a) Task Orders will be issued on a Firm Fixed Price (FFP) basis, with an Award Fee
b) A firm may be awarded multiple task orders through IDIO contracts, with an estimated one or two contracts awarded per district.
c) Any Firm can choose to submit R FP for single or multiple districts.
d) The selected contractor(s) will manage the renovation of approximately 25 to 35 schools perdistrict from February till May 2012.
e) A single Task Order will include 1010 20 schools.

Mobilization Advance:
• Successful firms will receive an advance payment representing 25 percent of the value of the Task Order.
• Award Fee: Award Fees will be payable to Firms which completes work before or on schedule as agreed upon in approved Task Orders and to the full satisfaction of organization.

Procedure for submission of EOI
Interested Firms/Contractors must submit their EOIs at email rehabidig@gmail.com latest by January 16, 2012. The short listed bidder will be called fora bidder's conference at Karachi.The submission of EOlis compulsory for the participation in the bidding process.

Procedure for Submission/ collection of RFP
The bidders could collect & submit Request for Proposal (RFP) from January 12-26, 2012. The RFP will be collected' submitted on below given addresses

A detail procedure for submission of RFP will be discussed during bidder conference.
Organization reserves the rightly accept or reject any EOI or RFP without assigning any reasons.
